"Dr. Feinstein's work in this connection is at least in part inspired by Dr. Ian Macdonald's theories of biologic predeterminism in the field of cancer therapy. The importance of this work is in two areas (as well as possibly others), as follows: 1. Should the preliminary indications, that there is no correlation between cigarette smoking and the clinical course of cancer of the lung or larynx, be confirmed, it would be of assistance in disputing the assertions of aggregation and acceleration of cancer by smoking made in certain of the lawsuits. The point is of particular pertinence in respect of the Statute of Limitations. 2. The development of techniques of multi-variable analysis by a man whose training includes both medicine and mathematics should prove valuable in application to the other data, as well as to his own, with regard to questions of causation. "The Ad Hoc Committee submitted its "priorities" selected from the recommendations for specific research presented to General Counsel at an earlier meeting. References hereinafter will be as appear from those proposals. The Ad Hoc Committee divided the proposals referred to into three categories: Category A: Projects essentially of "adversary" value. These are considered to have a relatively high priority. Category B: Research having a generally defensive character. Category C. Basic research." Also, Feinstein's $5,600 project is mentioned here.

"Dear Tom: Enclosed is a copy of a letter dated June 3 that I have received from Dave Hardy concerning a proposed Special Project of Dr. Alvan R. Feinstein. "Recently you authorized the expenditure of $31,852 plus minimal overhead to Dr. Alvan R. Feinstein in the event he was unable to secure a grant or financing from the Public Health Service. Dr. Feinstein was most appreciative and has recently advised us that he has been assured that Public Health Service financing will be forthcoming. Thus, unless the Government's perfomance fails to measure up to its promise, the authorized expenditure will not have to be made. Sincerely, David R. Hardy"

"Dr. Alvan Feinstein has requested a renewal of his CTR Special Project on improved scientific methods in clinical epidemiology. Funding is requested for two years in the amount of $484,960. "Dr. Feinstein plans to broaden his investigation of "epidemiologic necropsy," the method he has developed for using autopsy data in epidemiologic investigations. Rothmans' Dr. David Rowland writes Luik about his meet with Bernie O'Neil of Shook Hardy Bacon. O'Neil says the 90% argument is out, because EPA did a one-tailed test. "What has to be attacked is the EPA's assumption that they were justified in using a one-tailed test."
