Using Federal Funds to Lobby State and Local Leaders JCL Note: memorandum faxed from RJR Nabisco fax machine [202]626-7208 re new HHS American Stop Smoking Intervention Study (ASSIST) and complaining that federal funds are to be used to support state and local anti-smoking lobbying. Reccomends HHS Secretary Sullivan "regain control" voer the program to make sure federal funds are not used for state lobbying. Produced by PM, so presumably this was faxec from RJR Nabisco to PM.

Apparent discussion draft for questions to be asked by a tobacco-friently Senator of Congressional research service witness Jane Gravelle. Faxed from TI to RJR Nabisco and by it to PM. PM or RJR Nabisco apparently propose changes to the questions. Found in files of PM James Boland. Tries to support CRS finding that smokers "pay their own way" thorugh taxes. Questions suggest that author already know Gravelle's views in some detail.

5/6/94 list of argumentative questions apparently from TI to RJR Nabisco re-faxed to PM later same day. Found in PM James Boland office. Appears to propose questions which a tobacco-freintly Senator may want to ask ALA witness at Senate hearings on ETS.

Annual shareholdres meeting RJR Nabisco Holdings Corp. [renamed Nabisco Group Holdings Corp. in 1999] 4/12/95 in Quebec. Transcript. Produced by PM, per PM docsite found in files of Murray Bring's secretary. Includes corrections by hand. Why was this draft Nabisco documnt in PM files? Discussed reason for selling 20% of Nabisco and reducing debt. The sale extablished a market value for the Nabisco part of RJR Nabisco and allows a tax-free spin-off of the Nabisco stock to shareholders of RJR Nabisco. Chairman of meeting disagrees with SG estimate of 400K tobacco-associated deaths in US each year (page 50-51). Includes a shareholder resolution requesting a company statement on nicotine manipulation. Another stockholder resolution sought additional warning labels in light of childhood purchases of company's products. Still another proposed that the tobacco business be spun off. Shareholders protest Joe camel as attractive to children.
