Youth Initiative ~~**~**x****,~*~***********~~~*****************~**~****~****~~******~*~****~ At noon today, PM USA will announce a series of actions under the heading of 'Action Against Access' which will take unilaterally. As I mentioned to you in Vienna, this has been discussed in the U. S. as an action to give our allies 'cover' in the event Kessler makes a move. Since the discussions at the White House have not gone well thus far, I guess they decided to launch this plan to get out ahead of Kessler. Bill Webb was supposed to have been told either Friday or yesterday. I presume he spoke with you. I am not clear on the specifics. However, if it is the same program as discussed a week ago it will include-- Sampiing Ban Ban on sampling thru mails Prohibition on underage sales Support for state legislation restricting vending machines Support for state legislation licensing retailers and imposing penalties/sanctions for noncompliance Control of cigarettes by retail clerk/in line of sight Jim Morgan will announce as a USA initiative. However, the international implications are significant since we cannot really get away with saying that this only responds to a specfic US situation, that we treat youth issues differently in Europe etc. The US domestic industry was to be told right before the noon press conference. They will have no choice other than to go along I think. When I get back, I think we need to talk to Michael Parson and fill him in and start to prepare for possible press inquiries, ie the application of this initiative in EEMA. This can present opportunities for us to take certain youth initiatives but I also realize that it clearly hurt new brand launches etc. 2501241352 4
