I would llke to restate our. concern with a fall-back position on sampling. Untll Minneapolis and St. Paul passed their sampling ordinances in 1979, the Tobacco Institute successfully defeated state and local attempts to regulate and/or prohibit s~mpling. We want some assurance .that...T-I~ willcontlnue to fight .all~ sampling bans.-to their .f~.llest ~and ~ot allow ~he fall-back position to be-the standard of .the '~ n~ustryo We are .against ~ of regulation. TI's-strategy must remain-that we work on ~t~pe ~gislator and/or ~Councilman ~o defeat any proposal by out- lining the steps we take to make certain sample .cigarettes are not given to minors or non-smokers. With the move away from on-the-street intercept sampling, plus the steps being taken by the industry to .make certain minors are excluded from receiving 'samples, .I.. personally fee! that sampling ban proposals will .greatly decrease if not stop.
